System Safety Engineering SupportAll engineering support provided for the ASDS over the past three years has included System Safety Engineering because of the life-critical nature of the ASDS and its systems. As a SUBSAFE activity, involvement by SBAR's team member, Oceaneering International, Inc. (OII), in Safety Engineering is extensive. Also during the development of experimental high-pressure pneumatic launching systems, design changes to existing submarine weapons shipping and launching systems, and the design and improvement of laboratory launcher test facilities, OII's mechanical engineers and designers provided engineering and design analysis support to ensure the design characteristics were within the prescribed safe operating envelopes, while operational goals were met. OII performed extensive modifications to a YTD-86 dive boat for Commander, Submarine Forces Atlantic (CONSULTANT). These modifications required design and safety engineering for the upgrades to the dive boat diver breathing air system, structure, electronics, and compressors. Safety engineering involved fire prevention, electronics personnel safety, electrical safety, and safety engineering on the design and placement of air compressors. OII designed a DDS System Safety Plan to ensure compliance with all OSHA and NAVSEA safety regulations during the production, installation, and testing of the DDS. OII provides safety inspectors during the installation phase to ensure that all safety procedures are complied with. Ensure that any accidents are officially recorded on OSHA Accident Forms and that these incidents are reported to NAVSEA PMS 395 in a timely fashion. The Program Manager is charged with ensuring that all technicians wear appropriate safety apparel when working on the DDS either during the fabrication phase or the installation of any SHIPALT or ORDALT. The Project Manager is tasked with ensuring that all safety procedures are complied with during the design, development, operation, maintenance, and/or modification to the existing platform while performing SHIPALTs or AITs. |
