Ship Inactivation and Disposal Support


Access for deactivated vessels entering and leaving reserve fleet anchorages is often restricted by low bridges over connecting waterways. The ability to rapidly mobilize a specialty team of engineers and technicians to reduce the overhead clearance required by vessels joining or leaving the INACTSHIPS facility in Philadelphia was recently proven by SBAR's team member, Oceaneering International, Inc. (OII). OII removed the upper mast equipment from ex-Forrestal and ex-Iowa in order for the ships to clear public bridges. The work scope included rapid engineering and onsite cutting and welding. OII also provided all cranage for the multiple heavy lifts.

In the last three years, MARAD has contracted OII three times to install upgrades to the Mooring Nests for the James River Reserve Fleet. This INACTSHIPS facility is close to our Chesapeake VA office, from which we draw much of the technical and diving expertise required for this work. OII's scope of work includes the development of an efficient and cost effective installation plan, the production of all required submittals (safety plan, environment protection plan, etc.), as well as the engineering and installation services to upgrade the nests. A typical multiple mooring nest will require the replacement of 16 mooring leg pairs and the modification of the associated plate anchors. This would include not only the fabrication of components for this equipment, but also the pull-testing of the anchors to set them into the mud. OII provides all of the required marine assets, including vessels and barges, through long relationships with local marine contractors. Three Mooring Nests for the Reserve Fleet have been upgraded, with a forth scheduled for 2004. This work is carried out under OII's WINDSOC contract with NFESC.
