Measurement Facilities, Range, and Instrumentation Support MCA Engineers, currently an operating division of SBAR, provided similar services to the Air Force under the Launch Communications Support Contract (LCC) at Vandenberg AFB (VAFB). Functions included the operation and maintenance of launch critical technical communications and instrumentation systems for the Air Force missile range. They also maintained an engineering department that was responsible for the design/re-design and installation of these systems. This contract expired in October 2003. MCA maintained a workforce of approximately 75 personnel, most of whom are available to support Seaport on a contingency basis.
